Programmatic SEO generates many pages from data plus templates — one page per city, product, or comparison. It powers legitimate giants like Zillow and Yelp, and equally an ocean of junk. Google's policies target low-value scale, not generation method: the question is only whether each page deserves to exist.
The economics are the appeal: build one excellent template, feed it data, and every improvement propagates across the whole set at once. The failure mode is inverting that leverage — one thin template propagating worthlessness at scale, which modern Google answers by declining to index the set.
The precondition almost everyone skips is having a dataset worth publishing. Programmatic SEO is a distribution technique, not a content strategy: it takes something you already know and gives it a page per instance. Teams that start from "we want 500 city pages" and then look for data to fill them build doorways by construction, because the page count was decided before the substance existed. Teams that start from a dataset and ask how many pages it honestly supports usually arrive at a much smaller number and a much better outcome.
Google's guidance names the failure directly: scaled content abuse is producing many pages primarily to manipulate rankings rather than to help people. Note that this makes intent and value the test, not automation. The same policy permits a real estate site with a page per neighbourhood carrying genuine sale data, and prohibits an agency site with a page per city carrying adjectives.
Three disciplines keep a set on the right side of that line. Generate only where the data exists, and return 404 where it does not. Measure uniqueness between sibling pages mechanically rather than trusting that the template varies enough. And release in batches gated on indexation, so Google's verdict on the first thirty pages informs whether the next fifty get built.
